Call our 24/7 automated line to make a payment by phone. You will also be given the option to set up automatic credit card or checking account payments, which can be set up immediately with no additional verification. There is a $5.00 minimum payment to pay by phone.

With Pre-Pay, you have the opportunity to pay when you want, in the amount you want. As a Pre-Pay member, the normal security deposit is not required and there are no collection fees or monthly bills. You can check your electric use daily and take control of your power use.

SmartHub is our account management tool that allows you to manage all aspects of your HCE account. You can pay your bill, view your power usage data, report an outage, and set up notifications. Get your bill faster and help save trees by switching to paperless billing today. In SmartHub, click on “Paperless Billing” under the Setting tab, then toggle the switch to “Go Paperless”.
Members who will be absent for extended periods of time may wish to contact our office to take advantage of the following options:
Members that use seasonal electric service (i.e. irrigation pumps, water features, remote cabins, stock tank heaters, etc.) often discontinue electric service during parts of the year to avoid paying any monthly minimum charge. Any member that requests to disconnect their seasonal service and later requests that same service reconnected in their name will be billed for all applicable charges that would have been charged had the service not been disconnected. In addition, the applicable reconnect fee will also be charged.
