We are here to help.

We understand the potential hardship that our members face when paying their utility bills.

We proud to partner with the organizations below to help our members facing hardship. For members needing help paying their energy bills, follow the steps below to see if you qualify for assistance.

STEP 1 -

Apply for help paying a portion of your home heating costs through LEAP.

Colorado low-Income Energy Assistance Program (LEAP)
  • For income-qualified Colorado residents who make no more than 60% of the state’s median income
  • LEAP will only help with your HCE bills if you have all electric heating 
  • Members with gas or propane heat can still apply for LEAP, but the assistance will go toward paying those bills
  • This federally funded program is administered by the state through the Colorado Energy Office
  • Applications are accepted between November & April each winter

Colorado Weatherization assistance program (WAP)

If you qualify for LEAP, you can also apply for weatherization services to help make your home more energy efficient. WAP provides no-cost weatherization services & equipment for things like:

  • Energy audits
  • Energy conservation education
  • Air infiltration sealing
  • Insulation in attic, floors, and walls
  • Furnace repair or replacement
  • LED light bulbs
  • High efficiency appliances
  • Solar
  • Air source heat pumps
STEP 2 -

Apply for financial assistance with past due energy bills through Energy Outreach Colorado.

  • For income-qualified Colorado residents who make no more than 80% of their county’s median income
  • Financial assistance with past-due energy bills
  • Non-profit organization, not government-run

Colorado affordable residential energy program

If you qualify for EOC Bill Payment Assistance, you can also apply for weatherization services to help make your home more energy efficient. CARE provides no-cost weatherization services and equipment for:

  • Energy audits
  • Insulation
  • Refrigerators
  • LED lightbulbs,
  • Air sealing
  • Heat pumps
  • Water heaters

Budget Billing

Minimize the impact of large seasonal electric energy bills.

Members receiving residential service in a single dwelling (excludes all multiple dwelling service members) are eligible to minimize the impact of large seasonal electric energy bills by using our Budget Billing Plan. The Budget Billing Plan is only available to residential, single dwelling accounts.
