Energy Efficiency & Electrification Rebates

We can help with some of the cost of your investment.

We’re proud to offer a variety of energy efficiency and smart electrification rebates to help our members invest in high efficiency equipment for their home or business. By helping our members with some of the cost of these upgrades, these incentives may reduce the co-op’s overall energy consumption, lower participants’ energy costs, and encourage members to choose electric options over natural gas, propane, or other fossil fuel alternatives. And all this helps our cooperative reach our goal of providing 100% clean energy to our members by 2030.

Rebates are available to HCE members in good standing. Equipment must be installed in HCE service territory and be in working order. Invoices must be dated within 90 days of applying for rebate.

Income-Qualified Residential Rebates

$7,500 per year

*Qualifying households must fall under 150% of their county’s Area Median Income.

Heating, Cooling, & Appliances

Cold Climate Heat Pumps for Heating & Cooling

Air, water, or ground source

Ducted heat pumps must have:

  • Heating Seasonal Performance Factor (HSPF2) of 8.1+
  • Coefficient of Performance (COP) @ 5° of 1.75+

Ductless mini-split heat pumps must have:

  • Heating Seasonal Performance Factor (HSPF2) of 9.5+
  • Coefficient of Performance (COP) @ 5° of 1.75+

Other requirements:

  • Outside unit must be elevated at least 12 inches off the ground to defrost properly
  • Garfield County (Climate Zone 5) = Heat pump rated to 5°F minimum
  • Eagle County (Climate Zone 6), Gunnison and Pitkin Counties (Climate Zone 7) = Heat pump rated to -5°F or colder minimum

Insulation & Air Sealing

Building Envelope: Multifamily
  • Electrically-heated complexes only
  • Entire building must be air sealed and/or insulated
  • Pre- and post-blower door assessment required on one unit per building – sign up here.
  • Air leakage must be reduced by 10% or more as measured in CFM50 by blower door test
  • Insulation project must meet 2018 IEEC requirements
  • Attic, crawlspace, and exterior walls qualify for rebate
Building Envelope: Air Sealing
  • Electrically-heated buildings only
  • Pre- and post-blower door assessment required – sign up here.
  • Air leakage must be reduced by 10% or more as measured in CFM50 by blower door test
Building Envelope: Insulation
  • Electrically-heated buildings only
  • Air sealing must be completed prior to adding insulation unless Natural Air Changes per Hour (NACH) is 0.35 or lower.

  • Insulation project must meet 2018 International Energy Conservation Code (IEEC) requirements
  • Attic, crawlspace, and exterior walls qualify for rebate

Controls & Thermostats

Heat Tape Timers
  • Timer must be hardwired.
  • Recommended: run heat tape during daylight hours.
Smart (wifi-enabled) or programmable thermostats
  • Electrically-heated buildings only
  • Line voltage required
  • Check compatibility on manufacturer’s website before purchasing
Pool & Spa Pumps
  • Replace a single speed pump with a variable speed drive (VSD).
Smart Controls, Energy Management System, or Smart Panels
  • Must be new smart panel or EMS system where none previously existed
  • Member must enroll in Demand Response Program or Peak-Time-Payback and curtail usage from 4pm-9pm
  • Qualifying products include Span panel, Savant, Lumin Edge, Leviton and smart breakers.

Electric Transportation & Lawn Care

Electric Bike Rebates

Rebate amount: $50 per e-bike

  • E-bike must be new; no rebate for resale or converting bike to e-bike
  • E-bike must offset vehicle miles
  • Limit of 2 e-bike rebates per household lifetime
  • Custom rebate may be available for alternative electric transportation
Electric Vehicle Charger Rebates

Residential

  • For approved Level 2 chargers only
  • Rebate for the cost of the charger up to $549
  • Residential members eligible for two rebates (must own two electric vehicles)
Electric Lawn Equipment

Rebate amount: 25% of the cost of the e-lawn care product. $300 maximum lifetime rebate per member. 

  • Electric mowers (push or riding) 
  • Electric snow blowers
  • Electric chainsaws
  • Electric trimmers
  • Electric pruners
  • Electric leaf blowers
  • Electric power washers


Criteria:

  • New equipment only
  • Battery or corded electric equipment only
  • Minimum purchase price of $50
  • No resales allowed
  • Maximum rebate $300 per year per member

Additional Commercial & Multifamily Project Rebates

  • Replace non-LED bulbs with qualifying LED fixtures or bulbs

  • Minimum 30% wattage reduction required

  • Networked lighting controls (NLC) with wireless networked integrated sensors only
  • Control schedule submitted with rebate application
  • Replace any single speed motor with EC/variable speed motor
  • Applications include heating, cooling, ventilation, and refrigeration
  • Replace any single-speed motor with EC/variable-speed motor

  • Applications include heating, cooling, ventilation, and refrigeration.

  • Energy Efficiency Ratio (EER) of 10+
  • Coefficient of Performance (COP) of 2+
  • VRF must be used as primary heating and/or cooling source
  • All-Electric Buildings only
  • Set schedules to avoid electric usage from 4pm-9pm peak •
  • Must enroll in Peak Time Payback or Demand Response Program •
  • Provide Model for potential energy savings post-commissioning

New Construction Residential Rebates

25% of total cost for any qualified equipment:

$15,000/new home

New Construction Commercial & Multifamily Rebates

25% of total cost for any qualified equipment:

$30,000/new building

Income-Qualified Verification

To be eligible for our 2024 Income-Qualified Residential rebates, your household income must fall under 150% of the Area Median Income (AMI) for your county. Our local Energy Partners will verify your income.

To qualify, all income earners in your household must provide our non-profit partners in their area with the most relevant filed tax return(s). These can be submitted during your application, or after you apply.
